American Recovery and Reinvestment Act of 2009: Where are the Grants?

Since President Obama signed the American Recovery and Reinvestment Act of 2009 into law in February, the bureaucrats in Washington have been working overtime designing programs. It’s not as easy as it may sound, to figure out how to spend $787 Billion.
The criteria for the programs were two-fold. First, and most important, the programs have to stimulate the economic engine. That means creating new jobs or protecting existing jobs, fostering the establishment of new business enterprises, or infusing capital into existing businesses. In addition, emphasis has been given to the “trickle down” effect. In other words, putting the money into projects that would stimulate business-to-business spending, and stimulate consumer spending.
Secondly, the programs aim to strengthen the infrastructure of the U.S., and to do so with a “green” consciousness. Special emphasis has been placed on projects that provide environmentally sound solutions to problems, such as energy production.
Now these programs have been created, the next step is to get the money to the states, local governments, and qualifying non-profit agencies. These entities are the ones that will give out the actual grants funding to the end recipients.
As you know, there has been some political disagreement about the Stimulus program. It’s certainly a lot of money, and the economy is going to have to really perform to pay off the resultant deficit.
Most economists agree the legislation was necessary, however. And now that the funds have been appropriated and the programs are underway, one unassailable fact remains.
This is one of the most exciting times in history in the world of grants.
